The City of Monroe Commission on Environment and Water Quality MINUTES February 12, 2015 7:00 pm

Call to Order: Chairperson Pfund called the meeting to order at 7:15pm

Approval of minutes from December 11, 2014 – with a change in TAMCOG to TMACOG; motion made by Barry LaRoy, second by Brian Egen- motion approved.

PROJECT UPDATES:

  1. DNAPL – a conference call was attended by several members of the commission on February 2, 2015 hosted by the US EPA. Details of the proposed remedy were outlined and an opportunity for questions was available.

The USEPA also attended a Monroe City Council meeting on February 2, 2014. A presentation on the proposed project was given by the US EPA. Background, Overview and correction was discussed. Project needs final approval and permits need to be issued.

Construction may begin in 2016.

  1. Flowering Rush Grants – Presentation on timeline and upcoming events given to City Council by Barry LaRoy. Commission should hear this month regarding funding through International Wildlife Refuge Alliance on behalf of the Detroit River-Western Lake Erie Cooperative Weed Management Area.
  2. 2014 PAC GRANT Education and Signage – Brian is working on creating 3 signs for the following locations; Hellenberg Park, Soldiers and Sailors Park, St Mary’s Park (MLK Bridge). Brian will email draft for commission review.  Micka wanted to make sure that we begin a dialog with River Raisin watershed and River Raisin Institute. We will begin by inviting them to our future meetings.

MDEQ UPDATES – Melanie Foose

  • Reminders – PAC/SPAC conference call coming soon.
  • AOC Conference March 11-12, 2015 in Toledo
  • State of the Great Lakes Report released; Melanie will send a link for review.
  • BUI – all reports are in, JF New, MDNR, and DNR Fish. Will begin to write narrative (draft) by March for review. Hopeful to remove 2 BUI by summer 2015.
  • Ducks Unlimited is working in the Ford Marsh Area.

UPDATES from MEMBERS-

  • Barry attended the Lake Erie Algae Sources and Solutions in January 2015.
  • Barry had a discussion with the mayor regarding the River Raisin Watershed fees.
  • US EPA provided a copy of a DVD “Revitalizing Local Waterfront Economics” by the Great Lakes Legacy Act, if anyone wants to view it Barry has it in his office.
  • Micka encourages everyone to review a webinar nature.ly/wlecostalvision
  • Also Mr. Micka is concerned regarding the timing of North Fork Southern construction and the impending thaw in regards to the causeway and flooding. Barry indicated the railroad will hopefully begin construction and completed construction soon.
