The City of Monroe Commission on Environment and Water Quality MINUTES July 9, 2015 7:00 pm

Call to Order: Dan Stefanski called the meeting to order at 7:00pm

Approval of minutes from June 11, 2015

PROJECT UPDATES:

  1. Flowering Rush Grants – Barry and Dan met with International Wildlife Refuse (IWR) to finalize bid package. One proposal was received from Aquaweed.  The IWR & COTE representatives are finalizing the contract details.  No work has been completed or scheduled due to high water in the river and no rush have came up.
  2. PAC 2014 Grant – Final report submitted 6-24-15 that encompassed all items.
  3. NAPL/ PCB Sediment Remediation Update – Scott Cieniawski, USEPA provided COTE via email an update on the project. 90% final plans are expected by the end of August 2015.  Construction bid in April 2016, start in June 2016.
  4. PAC 2015 Grant – Melanie update on the status on the grant. SPAC conference call coming, PAC grant tied to MDEQ Capacity grant, MDEQ staff will be administering the PAC grants, not Great Lakes Commission.  City scope may be altered due to shorter timeframe to complete all tasks.
  5. DEQ Update:
    1. MDNR, MDEQ, & Ducks Unlimited toured Ford Marsh.
    2. State wide Water Strategy Roundtables are occurring. One is scheduled in Ann Arbor on 7-29-15.
    3. Revised BUI removal criteria is being reviewed by the EPA for their concurrence. Revised criteria would apply to River Raisin AOC dredging BUI.
    4. Fish and Wildlife Impairment BUI Removal Document Public Comment period ends July 15, 2015 @ midnight. No comments so far.

UPDATES from MEMBER-

Mr. Micka:

  • Attended MDOT I-75 & US-23 corridor features inventory meeting
  • Attended National Water trail System meeting
  • Attended Tri-state Western Lake Erie Basin Reduction Initiative meeting
  • Handed out pamphlets & other scheduled tours

Mr. Potter: Soil Conservation Service grant failed for subsurface machine, will reapply
