The City of Monroe Commission on Environment and Water Quality MINUTES June 14, 2018 7:00 pm, 3rd Floor Conference Room

Call to Order: Chairman Egen called the meeting to order at 7:02 pm

Approval of agenda for meeting – Motion by Stefanski, Seconded by Beaudry, motion passed.

Approval of minutes from May 10, 2018 meeting – Motion by Felder, Seconded by Stefanski, motion passed.

PAC Grant 2017: Updated COTE on River Raisin AOC GIS StoryMap – see link  The link is now on the RR Legacy website.  Video recording via a SEMCOG grant/contractor of the Monroe County water trails, bike / hiking path & walking paths will be done through a grant with Terrain360 in July 2018 – see SEMCOG Parkfinder app.  PSA-radio PSA is done & linked to the RR Legacy website – photo story is scheduled to be done before 6-30-18 deadline using past PAC grant high-res pictures.  Drone video filming completed on June 4th & 7th – Final video cut completed and shown & discussed with COTE.  Video will be email to Monroe City Council with a press release scheduled and will then be linked to City & RR Legacy websites.  Video can be used for future AOC Conferences per MDNR Coordinator.  Media Outreach – will include RR Legacy website (AOC completed projects), map with access points and landmarks, will provide food, drinks, TShirts and other prizes.  Will advertise 5 times with a ½ page.  Will plan June & July advertising plan with Monroe News before cleanup, discussed all elements of planned cleanup.

2018 River Cleanup Event (Michigan Volunteer River, Stream and Creek Cleanup Program Grant): Grant amended received, discussed all elements of river cleanup and media outreach plan – see above.  Will encourage volunteers to bring their own boats with flat bottoms, discussed 6 sections and debris collection locations (Veteran’s Park, Roessler Field, IHM, Riverfront Parking Lot, Soldier’s & Sailors, & Hellenberg).  Date of event to be 7-21-18, 9am-noon with food & drinks after.

2018 PAC Support Grant application: Waiting for agreement for City to review & accept.  MDNR AOC Coordinator mentioned should be available soon.  Egen mentioned he has started researching the historical marker due to the length of time required to obtain it.

MDNR Items: AOC Conference deiscussed.  COTE members (Stefanski, Micka & LaRoy) met with U of M students on Life After Delisting of the RR AOC – videos shown / discussed and a tour of AOC projects provided to the students.  Dr Grassman Herring Gull ppt shown from 6-13-18 field work & discussed with the COTE related to bird deformities BUI study.  Status of Monitoring report for DNAPL (Ford site) in river not finalized, once finalized Mike Alexander from MDEQ will come down to present  discuss.

Members Time:

Stefanski – None.

Owens – Suggests COTE members get business or ID cards when going to approach businesses or groups so they know who we are (ie use for approaching Cabela’s for Dundee fish passage) – LaRoy to followup on potential options.

Felder – Council promoting volunteerism by having an annual dinner – member appreciation

Beaudry – Father-In-Law at Fish Camp caught a large (20”+) walleye – picture shown

LaRoy – Dave Dempsey (well known author) requested pictures from RR Legacy website – no high res available so will offer high res pics from past PAC grant for him to review.  Will require City of Monroe and COTE as the source of the pics.  Request from Monroe County Solid Waste on an Adopt-a-Stream program – provided RR Watershed Council info on entire river program – City has other programs but not a river one.  City would likely partner with groups and watershed on programs.
