The City of Monroe Commission on Environment and Water Quality MINUTES May 10, 2018 7:00 pm, 1st Floor Conference Room

Call to Order: Chairman Egen called the meeting to order at 7:00 pm

Approval of minutes from April 12, 2018 meeting – Motion by Felder, Seconded by Stefanski, motion passed.

PAC Grant 2017: Updated COTE on River Raisin AOC GIS StoryMap.  All pictures are taken, linked & will be tweaked by the GIS consultant (https://citymonroe.maps.arcgis.com/apps/MapSeries/index.html?appid=ab257889c6ec4254a16389e2fab024e7).  Will look at options for bike path & walking paths videos.  PSA-radio PSa is done & sent to all media sources, video documentary or photo story may be done before 6-30-18 deadline.  Discussed options to use remaining budget & contingency for this task.  Drone Video – discussed production schedule presented by Egen – June 4th is scheduled date.  Media Outreach – discussed options from Monroe News, potentially use 5 insertion with ½ page option – MDNR to advise if this is possible for grant conditions for use with promote all tasks, AOC, current & past projects with proposed 2018 river cleanup.

2018 Michigan Volunteer River, Stream and Creek Cleanup Program (VRSCCP) Grant application: Grant agreement received, reviewed, signed & returned.  Joe Hammond with group from Monroe Schools will help along Mark Locher with scouts.  Boats with flat bottoms will be needed-will be in advertisement.  Discussed 6 sections and debris collection locations (Veteran’s Park, Roessler Field, IHM, Riverfront Parking Lot, Soldier’s & Sailors, & Hellenberg).  Date of event TBD – 7-7, 7-14, 7-21 are the options.

2018 PAC Support Grant application: Waiting for agreement for City to review & accept.  MDNR AOC Coordinator mentioned Vendor ID is needed to submit to City.

MDNR Items: RR Legacy website linked to OGL website.  AOC conference week of 5-14-18, River Raisin story published by Dr. Hartig.  Dr Grassman to be coming to study another round with bird deformities BUI.  Healing of Our Waters conference abstract due in a few weeks for Oct 2018 conference in Detroit, MI.  Raisin story suggested, options discussed.

Kane-Form for cleanup on what to do, where, what to accomplish is suggested, Joe Hammond on board for cleanup with school volunteers, Dixon Rd area suggested to skip river drone video of area where young girl killed a few years prior.

Stefanski – Port of Monroe interest in wetland mitigation may not be as high as requested.  B-roll video footage of old river cleanups provided & viewed.

Egen – 125K views of existing City drone video, expect similar with Raisin drone video

LaRoy – reappointments for Kane & Stefanksi coming in May.

Micka –handout provided to COTE & discussed.  Specific items include: MODT I-75 projects with cooridor conservation, Port Commission mtg with wetland & land donation/swaps, conservation easement suggested to Port Commission, $150K wetland / conservation grant discussed, Monroe DTE powerplant youtube video for fish caught suggested for GIS StoryMap, wetland mitigation.
