The City of Monroe Commission on Environment and Water Quality MINUTES December 8, 2016 7:00 pm

Call to Order: LaRoy called the meeting to order at 7:06 pm

NAPL / PCB Sediment Remediation Project

Project is competed – will be done demobilizing equipment by 12-14-16.

NAPL Long Term Monitoring presentation provided by Melanie Foose, MDEQ, follow-up questions will be addressed

November 16, 2016 is the official recognized date of the completion of the project / last management action

Monitoring to start in approximately 1 year

Different types of monitoring to be completed include physical, chemical, surveys

PAC Grant 2016

All pictures taken through November were reviewed by Commission.

Pictures of specific restoration project locations (all fish passage structures, Sterling Island, Sterling State Park) will be mapped and provided to the photographer for collecting pictures.

Printed Field Guide Flyer was provided at meeting to be used as “stuffers” in Water / Sewer bills, this will start in January 2017.

Flowering Rush Grant

End of the year conference call/meeting occurred in 12-8-16.  Spray areas discussed for 2016.  CISMA will be applying for an MDEQ grant in January 2017.

For 2017, a grant application was sent into the Monroe County Solid Waste.  A $3000 grant was awarded from the Monroe County Environmental Fund; COTE members will continue looking into other opportunities/donations for additional funding to spray more in 2017.

Great Lakes & St. Lawrence Cities Initiative Project/Membership

Presentation of the Great Lakes & St. Lawrence Cities Initiative, Membership opportunity and on one of the overall goals of reducing nutrients into Lake Erie.

Great Lakes & St. Lawrence Cities Initiative is looking for partnerships in the region.

COTE members pointed out that the City of Monroe is a small fraction of the entire watershed and suggested using resources for other environmental efforts (i.e. Flowering Rush control).

After a long discussion it was recommended to contact Michelle Selzer, Lake Coordinator for Lake Erie & Lake St. Clair for further input on considering joining.

Melanie Foose OGL MDEQ

NAPL done, presentation provided for long term monitoring to maintain the cap over the NAPL area.

Dredging BUI data available in December 2016.  Depending on results & testing the BUI may be eligible to be removed.  If the Army Corp of Engineering dredging spoils of the navigational channel are required to be disposed of in a TASKA landfill or a CDF the BUI must remain, however if this is not a requirement Dredging BUI removal work can start.
